Going on Facebook on company time would be frowned on. My employer has that site blocked, no one accesses social media on a work computer. When on-site workers have transcription down time, they are able to find other things to do, clerical tasks within the department or helping out elsewhere in the facility. I hated sitting around so I always found something else to do. One reason why I went back on site was because I hated downtime when there were technical issues, paid or not.
