As telecommuting becomes more commonplace, this should really be reconsidered. Those that are working outside the home, even though they are at work, they may not be actively working. They might be on Facebook during slow times, but they are still paid. Those who work from home should also be paid for downtime if they are expected to wait around for work. This is a double standard that needs to stop.
