Stay on the clock and get 15 lph if you have to. They have to pay you MUP if you make less than minimum wage in line count. Minimum wage is better than nothing if you have accounts that are consistently slow. If they don't like it, then let them fire you and go on unemployment. It's up to this company to provide enough work to keep you busy. Also, if you were hired full time and you only have enough work for part time hours, go to unemployment and explain the situation. Again, if the company hires you full time, it is their responsibility that you have enough work to stay that way. We should also all be printing out the new pay plan and our pay stubs before it went into effect as well as after. Take those to unemployment. If it causes too much of a drop in your pay, you may be able to resign and still collect benefits.
