From what I understand, you are only allowed one 15 minute allotment of OOW per day, so if you work 5 days a week, you are allowed an hour and 15 minutes (15 minutes each day). No, you do not get paid for it, these are just minutes to log so you are "working" the hours you are supposed to. Hope this makes sense.
