The DOL explained it to me like this - you pay for the WHOLE week (40 hours work) must equal to minimum wage. So if you type tons on Monday and nothing on Tuesday, well, Monday's work is used to cover tuesday. If your 40 hours fall below minimum wage, the company has to pay you minimum wage.
