Wouldn't the fair way (concerning blanks) be to - allow 1 blank PER so many

lines instead of 2 (or 1 or 3) blanks PER REPORT?  How is it fair to have to send a report to QC (and have it counted against you) a super long report with 3 blanks (if the allotment is 2) and not a super short report with 2 blanks?
