what to charge for a non-medical transcription project

I have an opportunity to transcribe interviews for the county. The files will be anywhere from 15 min to hours long, 3 to 4 of these a week, TAT is 1 week. At the beginning of each interview, the lead interviewer dictates the attendees’ names and reason for participation in the interview.
