You have to commit to certain lines for a pay period and if you don't make them, you get fined. Yikes!!!

If this information is in your contract and you signed it, then you have to abide by it. However, if you do not make your line count due to no work available, they cannot legally fine you. If you do not make your line count through no fault of your own and you have signed a contract stating that you will be fined if you fail to meet your line requirement, and there was work available during that pay period, then yes you can be fined. I find this rediculous, however.

Have given your client(s) a contract. In your contract, you should be NEGOTIATING things like fines for late work.
Your MTSO doesn't get to tell the hospital that work is late....they pay a price for it being late.
So if you commit to XX lines and you don't do XX lines, you should be paying a penalty. Now in your contract that you have given to your client, you state this fine is not applicable if there is not work available.

It doesn't mean I do whatever this MTSO says and take things lying down. If they offer YOU a contract, feel free to alter it. THey will then also have the option of signing you on or not, but you have to start treating IC as it is-- A BUSINESS OWNER.
If you are an IC, you are an MTSO... plain and simple.

I have never IC'd for a large company so maybe I have just not been exposed to this stipulation. I don't think I would agree or sign to something like that.

Never heard of such a thing. I've been an IC for over 9 years and not working for any of these national MTSO's that you might find on these posts. I, however, don't have a "line" commitment, nor do I have a specific number of hours I have to work. I have certain accounts that I work on and each day I have to get that work done. If they want me to help on other accounts, they will ask me if I'd like to do additional work; either I do or I don't.
What was the situation here? Are you supposed to type a certain # of lines per week/day and you didn't meet that because you simply did not do the work? Or, like someone else said, was there not enough work available in order for you to meet your line commitment? How much were you under? When you were hired, did they mention anything about that or did you sign anything that clearly stated there would be a monetary fine if you didn't type enough? Either way, I think it's pretty crappy of them. Is this a national MTSO?

As an IC, you commit to a certain amount of work. No different for a construction company, a plumber, etc.
If your IC building contractors don't get the job done, they are not paid and sometimes are even penalized (in their contract) as the whole project is held up.
It is a way to ensure the IC gets the job done.
