Not sure what action you mean to take, but it is unfortunately a practice that has been around for years as part of that software system (which benefits everyone but us - it's one of the client selling points they use). And agree, it's ANOTHER big paycut. Grrr. The average I have seen and experienced for companies is paying either nothing at all or a lesser rate like 1 cpl for Qualified Text/QT highlighted text. It's ridiculous.
