that redefines independent contractors and freelancers, and it's basically a total cluster you-know-what. The state, in their infinite wisdom (NOT!) decided that a lot of employers were treating their workers as ICs when they perhaps should not have, and so in an effort to improve conditions for workers in the "gig economy" (Uber and Lyft drivers, for example) to get them better pay and benefits, the state gubbermint waded in and, as might be expected, waaaay overreached. So now the definition of an independent contractor has been blurred beyond recognition. I'm guessing that the original poster's client is simply trying to make sure his own backside is covered, because if he gets busted for improperly treating her as an IC when (in the eyes of the state) she should be an employee (with all the benefits thereof), he will be in deep and expensive trouble.

At least, that's how I understand the situation, in its most basic form.
