Yes, in my state TRA benefit is same amount as UE amount, the only difference being that once in full time training if you work also you get to keep full benefit amount plus any wages (benefit is not reduced by wage amount).
From what I understand, you have to be full time student to receive any TRA benefits. Apply for Pell grant at studentaid.ed.gov. At the end of the FAFSA application there should be a link for grants for your particular state.
