First, are you working from his office or at your home? Second, this is a huge expense, and he may not want to take it on.
Are you IC or employee? If you're IC, you could just tell him you're going digital, and he can decide from there if he wants to go that route. If he doesn't, then you have the option of leaving.
If you're employee, you can only pose it as a question. "Have you ever thought of going digital?"
