if you have just requested the pay from your MTSO and they declined, it's not going to be difficult for them to figure out who filed the complaint, especially if no one else submits hours for their administrative work.

On the other hand, you could first explain to your MTSO that someone gave you the impression you had to be paid for the administrative work you do and that you double-checked it with the DOL, and they confirmed it. If you make them aware that you are sure you are owed the money and that you have actually spoken to the DOL, they may pay you, figuring you are well prepared to file a complaint if they don't pay you.
