Go with your gut. I think you've already answered your own question. Here are the red flags that immediately jump out:
1. The owner is "too busy" to speak with you. Sounds very sketchy.
2. Nobody has even told you what the pay rate is. HUGE red flag.
3. Whatever it is they pay, they can reduce it whenever they want and for seemingly whatever reason. No thank you!
This should be a no brainer. Run and never look back.
