Used to be what we used when there was no work and we didn't want to use PTO or EANP, which was more for sick days.
Made perfect sense since NJA is not our fault.
Then someone obviously decided it was better for MModal if we were unable to use that option to cover NJA.
I was never given a good answer. Maybe you can get one, or maybe someone else here knows.
