I think a prospective employer can be told that information, which may or may not be a big deal since there are some acceptable reasons someone might not be eligible for rehire. Personally, it would make me nervous to have that on my record, as it might make the prospective employer wonder if I would be a risky new hire. I don't like to take any chances.
