According to Best Practices: "Substitute a noun, such as "Dr. Smith." If you can replace the name of the department/specialty with "Dr. Smith" and the sentence still makes sense grammatically, it is being used as an entity and is capitalized."
The example given would not be grammatically correct with the substitution, so do not capitalize.
