For Win 10 the minimum specs for fluency is 4 Gb RAM and 2 Ghz dual-core processor. I highly suggest going as high as you can on both as Fluency is a resource hog. The PCs they provide barely keep up and I had to switch to the one I built. 4.5 Ghz overclocked quad-core with 16 Gb RAM. Get Windows 10 as you'll be pestered to upgrade every day anyway. It's not a bad OS, however.
