I would say NJA is partial separation. If you can get UE for NJA, you can get the TAA.
Also, the TAA wiki states:
"Workers must be directly impacted by imports or by a shift in production of their firm to any country with a free trade agreement with the United States."
Nothing saying we have to be laid off, just impacted.
