Wouldn't it be easier for everyone if you simply stated the rate up from that you're willing to pay and ask if someone would accept that?

Instead of you wasting time wading through dozens of emails with quotes of rates you might not be willing to pay, and wasting our time with a bid on an unknown job.

Telling people what the audio files are would be quite helpful in determining the rate we would charge as well as whether we'd want that kind of work; focus group, interviews for insurance claims, IME visits, and so on.

It's not fair for us to bid $10/hour on a job when we dont even know any details, and the job might end up being worth $20/hour by the time it's done.

Be reasonable and realistic, provide more information and you might get the job done sooner and for the rate you are willing to pay without a lot of time wasted all around.

In fact, that might be another suggestion the monitors could implement; No job postings like this without a rate of pay mentioned and at least a few details about the type of work.
