Cannot speak for your TSM, but all my TSMs have told me (CRED or not CRED) if it is really horrible audio, skip IQA and send to EQA.
I know that IQA gets slightly less hiss/hum, etc., so they might be able to figure it out. BUT, if it is just horrible audio, there is no point whatsoever in holding a report in IQA just to have them send it with 20 plus blanks.
So, regards very bad audio, yep, I've sent them straight through when it was pointless, often with 20-30 blanks, CRED or no CRED.
QA filling in would not have been possible on these reports, so I didn't worry.
