Is there a contract that specifies lines per page? If I were you, I'd present this to the client and ask if they would like to pay by the 65-character line. They would appreciate that. If most of the dictations end up just a few lines on page 2, you could charge it as a whole page, or break it into quarter pages.
One thing I would NOT do is spend your time trying to save them money by changing font, point size or page size. You are not paid to do that and it will negatively affect your production.
