One uses a comma before and, but, or IF they separate two independent phrases (can stand alone as a sentence).
He ... but is on his feet all the time:
in this case is on his feet all the time is a dependent clause
If the sentence was
He... , but HE is on his feet all the time: You would need a comma since HE is on his feet all the time can stand alone as a sentence.
