I actually got audited (incorrectly!) for doing this the exact opposite.
This was corrected by the auditor because commas should split the sentence so that there is a noun on both sides. So "he used to own" is one full sentence with noun and verb, and "he works at Lowe's" is another full sentence with noun and verb. The "but is on his feet" part does not contain the "he." It reads just fine and means the same thing either way, so that's probably why it's worth 0.
It is explained better in the BOS but that is essentially the rule of thumb.
