they want to pay you only for your shorts/expansions and not what they expand to? I have never seen a company that doesn't pay for all keystrokes in the finished document. I don't think you are understanding how line counting works. Of course you can use an expansion program and get paid for what your shorts expand to, not just the short. If you're talking about bringing in a template with 3 keystrokes that equal 99 characters, you should also be paid for the 99 characters, but maybe your company excludes this, but I have never heard of not counting what shorts expand to, that's unheard of.
