Organized crime alone steals billions through medical fraud. Then there're all the people who decide to dip into patient and insurer accounts on their own, etc.

Crime arising from illegal use of medical information has always been a big deal, and people in probably most nations on this planet were going to prison for information-related crimes, also being sued by injured patients, long before the ACA was passed here.
