Does anyone know really what causes this bad - quality of the underwater tunnel sound? sm

I have been with several MTSOs and all the files coming thru sound like this.

Some aren't half bad, some are good and decent, but most of them are bad.

It's so frustrating, I wonder what causes this in the first place. Not everyone is dictating at their kid's soccer game, or in the elevator, or in a tunnel, or while deep sea scuba diving.

There's got to be one common factor that's causing this.
