Sometimes, trying another USB port works. It has worked for me in the past, though I use an IN-USB-2 pedal. Also, are you using a free version of Express Scribe? You may need to upgrade to a paid version. If you want to use a free program, you may try FTR Player. It is geared toward court reporting, but you can very well use it for general or medical transcription audio. It plays a variety of audio formats.
