I transcribe from 30 to 40 minutes of audio per hour, for which I get paid around $14 to $15, and I imagine others do about the same. If it took me 2 hours to transcribe an audio hour, the hourly rate would be the same as I'm making now, so I'm not sure this doesn't meet the criteria.
Of course, some are slower and it wouldn't $15 per hour for them, but it would still pay $10 per hour even if it took them 3 hours to transcribe 1 hour of audio - and if that's their transcribing speed it's probably pretty close to what they're making now.
