Does he mean the years between 1913 and 1919, which is what 19 teens actually is, or does he mean 1910s. What I would do is transcribe it exactly as dictated, 19-teens. Who knows what he really meant to say, so leaving it is as will leave the reader to interpret what he meant; that is, unless he does actually read his notes and makes a correction to clarify what he means.
