haircut = legal term for the first percentage that you must cover.
Under a regular PPO plan, your premiums are deducted from the first dollar. BUT, your expenses are only deductible after you have reached 7.5% of your adjusted gross income.
The same thing with office at home deduction. There is a 2% haircut (you pay the first 2% of the expenses) before you can deduct your expenses.
