any ding dong at the MTSO could figure out % voice time to length of recording --the wasted time when the fool is busily eavesdropping on nurses or babbling about his weekend to anyone who will listen or shuffling papers because he or she didn't bother to read before picking up the phone. BUT NO -- MTs get s&%t on for things out of their control. Another stupid stupid metric.
