Nuance can subcontract to these other MTSOs at cheaper rates for a couple of reasons: Other MTSOs use a lot or all ICs, which Nuance does/can not because of MA regs. Nuance has a high ratio of "management", including QA, leads, sales, etc., positions that other MTSOs can't afford. Plus Nuance just generally has a bad reputation for how they treat their employees and find it difficult to retain good MTs. However, with the increasing focus on illegal use of ICs and increasing minimum wage, Nuance is finding they want off the "hot seat" and simply farm it all out; therefore, the risk and possible lawsuits are somebody else's problem.
