There are a whole list of states that some of these MTSOs will not hire from, Mass is one of them. Part of it is minimum wage, some of it is labor law, another part is a few of these states, especially Mass, is cracking down on the MTSO misuse of the definition of "independent contractor" and IC working conditions. NEMT was another one that would not hire from Mass - ironic, I suppose. They would publish a list of states that they would not hire from in their job announcements, and it was a pretty long list.
