Is it to make sure you never get off PM until they can eventually fire you?
Six months seems ridiculously long to be sitting in purgatory just waiting for the one failed audit or the one week where your line count isn't quite good enough. Then the process starts all over again moving up the punishment ladder until they fire you. That makes absolutely NO SENSE. It makes the employee terrified to make a mistake, thus making it MORE likely that a mistake will be made.
