if your MTSO wants you to sit around and wait for jobs/work to come in and be ready to do them on the weekends, then they need to pay you an on-call rate. I would tell them "I will only do this if you agree to an on-call rate of $10.00/hour plus my line rate for if and when jobs/work comes through." I bet they might change their tune a bit about forcing people to work weekends for nothing.
