I totally agree with your comments. This is the way it should be done. However, I've been saying this for 10 years, and it just isn't happening. It seems to me that there are too many wimps in the MTSOs and too many cut-throat facilities that will take their account elsewhere until they find an MTSO that will put up with their stuff.
