.....BEFORE they are licensed by the state. And if they CAN'T be understood they should be required to take remedial courses in dictation and/or accent remediation before obtaining a license! This includes ESLs as well as those who are native to the USA who just don't know how to speak! Yep, just started my shift with the most AWFUL dictator! Rant over!
