The way I understand this is unless you live in CA, the policy has not changed. We are "entitled" to 15-minute rest breaks and they are supposedly paid, as in built in to our line rate (ha-ha). This was questioned on our conference call and no satisfactory answer was given other than we are allowed a 15% variance between clocked hours and system hours, if that makes any sense.
