I don't know if 11 minutes of PTO would amount to much regardless. I don't work for any of the MTSOs and work on site. My manager does this all the time if we are short on our time, anywhere from 15 minutes up. It is not illegal but I supposed they could have asked, manager never does. I don't mind, I would rather get paid than have my paycheck be short. I guess your options would be to eat the 11 minutes and not get paid, use PTO or come back and work for 11 minutes when there was something to do. If you think it's worth fighting for that rinky dink amount, you have more time and energy than I do. They actually did you a favor by paying you.
