They are graded on that, so that is part of it. Also, depending on your work status (FT, PT, etc) not meeting hours could impact benefits. Since I am PPT, I always aim to be a bit over. If I were working 40 hours, I would try to pad things a bit earlier in the week and then take off 15 minutes early if necessary at the end of the week.
