Probably over 50% of the dictators is ESL, which is strange because I don't think over 50% of the doctors in the United States are ESL. So do they give all the clear-speaking non-ESL dictators to India? Ironically, most of the ESL dictators have Indian-sounding names or have an Indian or else Middle Eastern-like accent.
