if it is '100s to 110s, then it must also be '60s to 70s'..n/m - vrmt

I would type it just as you have because he is not giving you an actual number so you can't guess. The only thing I would change is: 100s to 1 teens/60 to 70 so as not to have those slashes and dashes all together like that, makes for better reading (that's funny considering how he said the thing, but since he was stupid enough to say it that way, I'm not sure there is any way you can clean that up but just type what the doc said.
