Confused about people laid off part time flex, thought flex position was eliminated years ago

I'm part time 24+ a week right now...looking to decrease hours but want to make sure I can get at least 10 hours a week. Will I have trouble getting that? When I was hired they said they couldn't guarantee flex PT hours, so....? ...
