Some companies choose not to do business with a state - based on cost to do business

there. It is not necessarily due to what you describe. In order to hire or even bring on an IC for a particular state, the company must be registered there and pay all the fees, etc etc, with some states costing more. My state has a very low min wage, but some companies don't hire because of the cost to them to do business here.
