It's pretty easy to understand from a company perspective. If you send a job to a second level, someone has to pay for it. 5% seems pretty fair. At least it's not our competitor's program where ALL LINES YOU PRODUCE you get docked pay, it's just the line over 5% you get docked here (thank goodness).
