When I had a close relative involved in drugs and losing absolutely everything, I prayed that he would not start panhandling because I knew he would reduce his chance of hitting that proverbial wall and desiring change. I prayed that no one would, out of a sense of "duty" to help his/her fellow man, give him money, food, housing for free. I am thankful that did not happen and this relative found his way out of that life. If you build it, they will come. If you give things away for free with no strings attached, people will show up. There is a sense of freedom on the street that many people desire. It is not an all-negative situation in their eyes that we think it is.
