It seems to me, if there is no work, or the pool get empty during your scheduled shift, as an IC you SHOULD be allowed to make your own policy regarding what you do during those times. If it were me, I'd offer to check back once or twice within a short period of time. If no work, then I would decide whether or not I would keep checking for the entire shift. But I sure wouldn't allow them to force me to sit there and wait for work to show up. Life is too short to give away your time and energy with no pay in return.
