Chances are very good that if Stone has VA contracts, they are well aware of the McNamara-O'Hara Service Contract Act and the fact that they are required by federal law to pay a designated hourly rate and provide benefits, including holiday pay. Letting them know that you, too, are aware of these facts is not likely to endear you to them.
You can file a complaint anonymously with the Department of Labor and let them take care of it. That's what they do.
