It is a rigidification of control of neural functions. I think it applies to both the extremities and to perceptible facial movements, including ocular. That said, it remains rather an unpretty medical bit of jargon, although commonly heard in neurologic assessments of patients who often are elderly or have sustained a complexifying strokelike incident. It is part of discussions in geriatrics, including Alzheimerlike symptom sets, too. I find it imprecise as employed most often by neurologists.

Since When Is Neurology Service Capitalized? Mar 03, 2014Years back, the name of the service was to be capitalized if they said the patient was seen by Podiatry or the patient was seen by Neurology.
